National Sovereignty — Data Residency

Sovereign Data Policy

Last Updated: October 9, 2026

Data sovereignty represents the immutable foundational pillar of Iraq Digital Gateway (IDG). We mandate 100% in-country data residency, eliminating cross-border data leakage and enforcing institutional autonomy under strict international ISO 27001 standards.

1. 100% In-Country Data Residency

All institutional records, trade transactions, and citizen telemetry are housed exclusively within sovereign data centers:

  • Primary database clusters and storage tiers are physically housed in certified data centers in Erbil and Baghdad.
  • Zero unauthorized cross-border routing of institutional payload data enforced via stateful boundary inspection.
  • Applied AI inference and machine learning models execute entirely on local, sovereign hardware nodes.
  • Geographic disaster recovery is achieved through distributed domestic failover pairs across Iraqi governorates.

2. Zero-Trust Security Architecture

Universal implementation of the "Never Trust, Always Verify" architectural doctrine:

  • All microservice and edge communications require cryptographic mutual TLS (mTLS) validation.
  • Strict least-privilege role-based access control (RBAC) across all administrative and operational planes.
  • Hardware-backed multi-factor authentication (FIDO2/WebAuthn) enforced on all administrative access points.
  • Continuous continuous telemetry behavioral profiling and automated real-time anomaly isolation.

3. Cryptographic Standards & Encryption

Military-grade cryptographic safeguards applied across all storage and transit conduits:

  • Sovereign database encryption at rest using AES-256 with keys anchored in dedicated hardware security modules (HSMs).
  • Zero fallback to legacy cipher suites: exclusively TLS 1.3 enforced on all external and internal channels.
  • Cryptographic digital seals applied to all trade declarations, bills of lading, and official receipts.
  • Tamper-evident append-only audit ledgers providing irrevocable non-repudiation for state oversight.

4. ISO 27001 Compliance & Incident Response

Comprehensive Information Security Management System (ISMS) audited against international frameworks:

  • Full lifecycle compliance with ISO/IEC 27001 Information Security Management System (ISMS) standards.
  • 24/7/365 Sovereign Security Operations Center (SOC) actively hunting, monitoring, and intercepting anomalous traffic.
  • Statutory incident response SLA: Mandatory formal stakeholder notification within < 1 hour of validated threat detection.
  • Quarterly independent third-party vulnerability assessments and continuous red-team defense verification.
